Active Inclusion briefing now available

Members invited to monitor the implementation of active inclusion principles

1 September 2010

Eurodiaconia has been invited by the European Commission to monitor and collect feedback from our members on the concrete implementation of the principles laid out in the Commission’s Recommendation on the active inclusion of people excluded from the labour market. Eurodiaconia has therefore written a briefing on active inclusion to help you better understand the subject together with a few questions to get your feedback. Using your answers to these questions, we will write a statement on active inclusion which will be sent to the Commission by the end of 2010.

Who cares? Conference on a roadmap for a recommendation to fight child poverty

The Belgian presidency of the European Union organised on 2-3 September a conference on child poverty, in preparation for an EU recommendation on child poverty and child well-being.

The conference based its work on a proposal framework for action and policy recommendations . Each of the three main proposals (adequate resources to children and families, ensuring access to services and opportunities and promoting participation of children and young people) were introduced by plenary speeches, before being discussed in details, in accordance with a concept of active participation, known as « Town Hall ». Participants from different backgrounds (government representatives, academics, and NGOs) were divided around roundtables facilitated by professional moderators. There, they worked on the details of the presidency proposal, debating and exchanging ideas that will feed into the work of the Belgian presidency.

One of the central ideas was that investment in children well-being is the best for society, not only in terms of value, but also because investment for disadvantaged children has a much higher economic returns than later investment in life.

The conference closed on the signature of a trio (Spain, Belgium, Hungary) presidency declaration on a roadmap for a recommendation on child poverty and child well-being. This declaration called, among other things, on Member States and the European Council to set clear, quantified sub targets for the reduction of child poverty and to include the fight against child poverty and the promotion of child well-being as key priorities of the EU 2020 strategy and the Platform against poverty.

 
New FEANTSA publication on homelessness and migration

Eurodiaconia partner organisation FEANTSA’s latest magazine “Homeless in Europe” focuses on the links between and implications of migration and homelessness. Articles in the magazine address issues such as supporting central and eastern Europeans who have become homeless in western European countries, the integration of migrants and the right to shelter.

FEANSTA is the European Federation of National Organisations Working with the Homeless and publishes three magazines a year with a different focus topic within the field of homelessness. Contributors to the magazine include academics, people working in the field, decision makers and EU experts. The magazine can be downloaded here.

Commission launches consultations on state aid and the services directive

The European Commission has recently published questionnaires inviting feedback on the EU state aid rules and the implementation of the Services Directive.

The consultation on the services directive aims to get feedback on national measures and laws that were passed to implement the Services Directive. It also asks for feedback on requirements imposed either on the establishment of service providers or on the cross border provision of their services, in addition to those specifically related to the implementation of the Services Directive.

Social services were almost entirely excluded from the application of the directive, but the wording allows the possibility that some could still fall under it, which would make it easier for a service provider from  one country to provide services in another. EU treaty rules demanding non-discrimination of service providers and transparency of process apply in all situations in any case, as well as EU public procurement and state aid rules which regulate competition and the transfer of funds to providers. Concerns have been raised however that there could be an indirect negative impact on services that are defined as falling under the scope of the directive.

The state aid consultation is part of a planned evaluation of the package of rules and tools for regulating state aid and explaining the rules’ application, which date from 2005.
