Active Inclusion

Active Inclusion is an EU strategy which aims to promote the social inclusion and social protection of those furthest from the labour market by tackling issues of minimum income, access to quality services and inclusive labour markets in an integrated way. The objective of the active inclusion strategy is to facilitate the integration into sustainable, quality employment of those who can work and provide resources which are sufficient to live in dignity, together with support for social participation, for those who cannot. As of 2008, Member States have agreed to implement this strategy.

In our briefing on active inclusion we explain the political developments of the strategy, a summary of the European Commission’s (EC) Recommendation on active inclusion and guidelines on how members can be engaged in evaluating the implementation of the strategy nationally.

Past actions:

In 2010 we carried out a short questionnaire among our members followed by a discussion in the social services seminar on members' initial reflections of the AI strategy. With this input from members we wrote to the European Commission giving a summary of feedback on the implementation of the principles of the EC’s Recommendation. See below for the communication.

March 2008: Eurodiaconia responded to the European Commission’s consultation on "Modernising social protection for greater social justice and economic cohesion: taking forward the active inclusion of people furthest from the labour market COM(2007) 620 final" Click here to read the response.

June 2008: Eurodiaconia wrote a letter to the Social Protection Committee in anticipation of their discussions and recommendations to the European Commission on Active Inclusion in which we highlight some of our key messages drawn from our response (see above) to the consultation. What’s next?
In 2012 there will be another Communication from the European Commission stocktaking on the implementation of the active inclusion principles by the member states. Eurodiaconia will also contribute to this by giving our feedback based on a second short survey among members which we will carry out at the beginning of 2012.

Did active inclusion move from paper to reality?

On 3 October 2008, the European Commission adopted a Recommendation on the active inclusion of people most excluded from the labour market, promoting a comprehensive strategy based on the integration of three social policy pillars, namely: adequate income support, inclusive labour markets, and access to quality services.

In 2010 Eurodiaconia carried out a short survey among our members to find out what your impressions of the Active Inclusion strategy were, and two years later it is time to follow up on the implementation. The European Commission is now producing a report on the assessment of the implementation of the 2008 Recommendation by Member States and Eurodiaconia has been invited to collect feedback from its members in order to contribute to the assessment report. We are therefore carrying out a short survey to gauge members’ opinions and perceptions of whether the strategy has been implemented in the member states. The answers from this survey will therefore be made into a summary report and sent to the European Commission. This input is important because the follow-up on the recommendation will also serve as guidance towards future directions in the field of active inclusion.

The deadline to respond to this survey is 10th April.

Active inclusion for young people– national workshops

5 September 2011

Eight major European cities will organise national workshops on active inclusion of young people to present their main research findings and promoting the exchange of knowledge. They will gather national stakeholders and practitioners, discussing the latest developments at EU level on active inclusion policies. The events will also feature the presentation of several successful local practices aimed at supporting the active inclusion of young people, and particularly their integration into the labour market and tackling early-school leaving.

Cities for Active Inclusion’s workshop on active inclusion of young people

Cities for Active Inclusion is organising a national workshop on active inclusion of young people that will take place in Sofia on 30 May 2011. It will involve representatives from national ministries and the European Commission. More information can be found on this page.

 
Members’ input on Active Inclusion strategy sent to the European Commission

22 November

Last week Eurodiaconia sent a letter to DG Employment and Social Affairs communicating the initial reflections from our members on the implementation of the principles of the 2008 Active Inclusion Recommendation. Eurodiaconia supported the adoption of the Commission’s Recommendation and we wished to contribute to the monitoring and evaluation of the implementation of the principles. We therefore collected feedback from our members on how these principles are being implemented at national level. The Social Services Working Group was called on in particular to contribute to this communication.  We would like to thank those who contributed by answering the short questionnaire. Active Inclusion briefing now available

Members invited to monitor the implementation of active inclusion principles

Eurodiaconia has been invited by the European Commission to monitor and collect feedback from our members on the concrete implementation of the principles laid out in the Commission’s Recommendation on the active inclusion of people excluded from the labour market. Eurodiaconia has therefore written a briefing on active inclusion to help you better understand the subject together with a few questions to get your feedback. Using your answers to these questions, we will write a statement on active inclusion which will be sent to the Commission by the end of 2010.
