First Call
International activities
International activities are international meetings of young people or youth leaders in Europe which contribute to the work of the youth sector of the Council of Europe in topic, methodology and with a clear European dimension.
The following hard criteria are a requirement for an international activity:
- Must fall under the priorities of the youth sector of the Council of Europe;
- Participants must come from at least 7 Council of Europe’s member states*;
- The activity must have a core project team where people of at least 4 nationalities are represented (this includes the trainers, facilitators, project coordinator, etc.);
- 75 % of participants are under 30 years old;
- A gender and geographical balance must be ensured;
- In the planning and running of the international activity, the grantee organisation puts in place measures to ensure gender equality and inclusive practices;
- the activity responds to the needs of young people and participants are at the centre of the activity, with non-formal educational approaches included;
- the activity does not need to have a fixed duration; however, the EYF has considered in the past that 4 working days is a minimal duration to ensure a suitable educational and intercultural process. Organisations applying for shorter activities will need to explain their choice;
- the international activity must take place in the year for which the organisation applied for (the next year in comparison to the deadline). The applicant organisation must include in its application all the project duration, including the preparation, international meeting, follow-up activities, if any, and evaluation. The project duration is the period in which the project costs incur. The project duration must be within one calendar year.
Budget
The maximum grant allocated is €25 000. The EYF will cover up to two-thirds of the total real costs of the activity. NGOs need to find additional resources to cover the remaining one-third. The EYF will normally request the payment of the first instalment of the grant – 80% of the grant awarded – 10 weeks before the start of your activity. However it can take up to 3 weeks until the money arrives on your bank account. The remaining 20% will be paid upon receipt of a complete activity and financial report(check the Reporting page).
The deadline for submissions is the 1st of April OR the 1st of October 2024.

Second call
Annual work plans
An annual workplan is a project that includes a set of successive activities over a period of one year, interconnected and which contribute to the same broader aim. Within the strategic approach or global action plan of an organisation (what the organisation would like to achieve in the year(s) to come), you are asked to identify a coherent set of activities/elements to be submitted to the EYF. It should be in line with what you do and want to achieve, but it should also be in line with the work, priorities and principles of the youth sector of the Council of Europe.
Each activity/element should contribute to the aim of the work plan and the accomplishments of the work plan as a whole should contribute to the global purpose of the organisation. The work plan does not need to reflect the whole strategy of your NGO; it can be one element of it only.
Requirements:
- Composed by several activities (international/other); at least one international activity;
- Clear flow/link between activities: interconnected;
- Each individual activity contributes to the overall objectives of the work plan;
- Link with priorities, missions and vision of the CoE youth sector;
- At least one third of co-funding for international activities;
- A gender perspective is taken into account throughout the whole process.
- Importance is also given to a non-formal education approach in your projects.
The grant can fund activities such as:
- International activities
A work plan cannot be a set of very small activities or material production only. A work plan needs to have a “European dimension” and this means it should still contain international activities (at least one). You should find co-funding for the international activities. The EYF will not be able to cover more than two-thirds of the total cost of the international activities calculated together (i.e. the two-third rule will not apply to each separate international activity).
- Other activities
“Other activities” can be included such as campaigns, study visits, series of workshops, “mobile” activities (activities which involve travel).
Budget
The maximum grant allocated is €60 000. The grant awarded for an annual work plan is paid in three instalments: 60% when the signed contract is sent to the EYF by post and the conditions in the contract (if any) are met, 25% upon receipt of the interim report and the remaining 15% upon receipt of a satisfactory activity and financial report.

Third call
Special call for young people from Ukraine
Following the decision of the Council of Europe’s Joint Council of Youth on 12 October 2022, the European Youth Foundation (EYF) has launched a special call to support young people from Ukraine. This initiative responds to the current needs expressed by the Ukrainian authorities and stakeholders in the field of youth. Furthermore, in May 2023, the Programming Committee on Youth decided to continue the call and allow for applications to be submitted both for pilot activity grants and for international activity grants. The special call includes two types of grants available: Pilot activities grants and International activities grants.
Pilot activities grants
The purpose of this initiative is to support young people from Ukraine affected by the war through civil society and youth work interventions, within the framework of the values of the Council of Europe. Project applications can include activities such as peer to peer learning and support, trainings and workshops, information and counselling, awareness raising and capacity building for young people, youth workers and youth leaders, meetings of young people from Ukraine, analysis, research and other actions that are based on the principles and practice of youth work. Activities may have a local, regional or national scope, and can also include activities in a local cross-border context. Activities may be implemented in person, online and in hybrid formats.
Project applications will be assessed based on the EYF criteria for pilot projects. A successful project will:
- be a youth activity prepared, run and managed by a local, regional or national non-governmental youth organisation and involving young people from Ukraine.
- be an activity that supports young people from Ukraine affected by the war in their daily life, rights, and to navigate their challenges and access their rights.
- be an activity related to a local need and that brings an added value to the lives of young people from Ukraine.
- follow the basic principles of youth work, in particular the promotion of intercultural dialogue and understanding and the promotion and protection of human rights and democracy.
- be in line with the values of the Council of Europe and its priorities in the field of youth.
Projects must have a start date at least 6 weeks after the submission date. The maximum project duration is one year. Projects that support the war effort are not eligible for this special call. The grant cannot not be used for purchasing and/or promoting goods or services for humanitarian and/or military-related actions.
Budget
The EYF can provide a grant of a maximum amount of €15 000 to cover the costs of a pilot activity. However, you may apply for smaller projects, for any amount below €15 000. The EYF grant is transferred in two instalments: a first instalment of 80% after the signature of the grant agreement with the successful grantee organisation; a second transfer of the balance (20%) upon receipt and approval by the EYF of the final project reports (narrative and financial) due within 2 months following the project end date.
International activity grants
The purpose of this initiative is to support young people from Ukraine affected by the war through civil society and youth work interventions, within the framework of the Council of Europe’s values of human rights, democracy and rule of law.
For the European Youth Foundation, an ‘international activity’ is an international meeting of young people or youth leaders in Europe which contribute to the work of the Council of Europe’s youth sector in addressing priority themes in a spirit of European youth cooperation. International activity projects may include events such as training courses, seminars, camps, conferences, networking and partnership building meetings. This is not an exhaustive list.
For this special call, project applications will be assessed based on the EYF criteria for international activity projects. A successful project will:
- be in line with the values of the Council of Europe and its priorities in the field of youth.
- be a gathering of young people or youth leaders that involves directly young people from Ukraine or international multipliers working directly with young people from Ukraine.
- be a project that includes a one-off youth gathering, preferably with some follow up actions, and that will have direct impact on young people from Ukraine affected in their daily life by the war, and which will support them to access their rights and navigate multiple challenges faced.
- be attended, in balanced numbers, by participants coming from at least 7 Council of Europe’s member statesor signatory states of the European Cultural Convention. Attendance and involvement of representatives of youth organisations from Ukraine is essential.
- respond to the needs of young people, and participants are at the centre of the activity, with non-formal educational approaches included. In this case, the needs and rights of young people from Ukraine should be clearly highlighted in the application.
- have a core project team where people of at least 4 nationalities are represented (this includes the trainers, facilitators, project coordinator, etc.). Involvement of people from Ukraine in the core project team is particularly encouraged.
- have at least 75 % of participants under 30 years old.
- follow the basic principles of youth work, in particular the promotion of intercultural dialogue and understanding, and the promotion and protection of human rights and democracy.
- have in place measures to ensure gender equality and inclusive practices both in the planning and running of the international activity.
Projects must start at least 6 weeks after the submission date.
Budget
The maximum grant allocated is €25 000.The EYF will cover up to two-thirds of the total real costs of the activity. Youth NGOs need to find additional resources to cover the remaining one-third of the total cost. The EYF grant is transferred in two instalments: a first instalment of 80% after the signature of the grant agreement with the successful grantee organisation; a second transfer of the balance (20%) upon receipt and approval by the EYF of the final project reports (narrative and financial) due within 2 months following the project end date. Co-financing is required to cover at least 1/3 of the project budget. The budget can include volunteer time recognition as co-funding, up to 15% of the total budget.

Fourth call
Pilot activities
Pilot activity grants refer to projects that:
- address young people’s needs or challenges at a local level.
- contribute to the priorities of the youth sector of the Council of Europe
- are based on innovation, either in terms of methodology for the target group and/or the organisation and the context, or on replication of good practice
- have a clear youth dimension and contribute to youth participation
- have a clear local impact
- follow the basic principles of youth work, non-formal education and intercultural dialogue
- contribute to social cohesion, by combating exclusion and the prevention of phenomena specifically affecting young people
- help young people, particularly disadvantaged young people, to find ways of meeting both the challenges facing them and their own aspirations.
Pilot activities are flexible in their format and may utilise a range of approaches, such as youth meetings, capacity building sessions, awareness raising actions, meetings with experts, local workshops, local actions, visits, campaigns, workshops in schools, festivals etc. The maximum duration of a pilot activity project can be up to one year. The project must start at least 3 months after the deadline.
Budget
The maximum grant for a Pilot Activity is €15 000. The EYF can cover the all real costs of the activity up to this amount. The EYF will initiate the payment of the first instalment – 80% of the grant awarded – approximately 4 weeks before the start of your activity. However, it can take up to 4 weeks until the money arrives into your bank account. The remaining 20% will be paid upon receipt and approval of the final report.
The deadline for submissions is the 15th of May 2024.
