In 2011, the European Commission introduced the EU Framework on National Roma Integration Strategies (NRIS). From that year onwards, EU Member States were required to develop a national strategy on Roma inclusion, aimed at improving Roma access to healthcare, housing, education and employment.

Four years later, the European Roma Rights Centre (ERRC) states that the EU’s framework has hit ‘a midlife crisis’. Analysing the situation in seven EU countries (Bulgaria, Czech Republic, France, Hungary, Italy, Romania, Slovakia), the ERRC concludes that there have been no indications of concrete change and that anti-Gypsyism remains pervasive.
