The European Commission launched new calls for proposals under the Citizens, Equality, Rights and Values Programme (CERV) programme in the framework of the Justice, Rights and Values fund.
The Citizens, Equality, Rights and Values Programme (ex REC programme) aims to protect and promote Union rights and values as enshrined in the EU Treaties and the Charter of Fundamental Rights. It will contribute to sustain and further develop open, rights-based, democratic, equal and inclusive societies based on the rule of law. There are two new calls for proposals:
Call for proposals to prevent and combat gender-based violence and violence against children (CERV-2021-DAPHNE)
The call’s objectives are: 1) to fight violence, including gender-based violence: preventing and combating at all levels all forms of gender-based violence against women and girls and domestic violence, also by promoting the standards set out in the Council of Europe Convention on preventing and combating violence against women and domestic violence; 2) preventing and combating all forms of violence against children, young people, as well as violence against other groups at risk, such as LGBTIQ people and people with disabilities; 3) supporting and protecting all direct and indirect victims of such violence, such as domestic violence exerted within the family or violence in intimate relationships, including children orphaned by domestic crimes, and supporting and ensuring the same level of protection throughout the Union for victims of gender-based violence.
The deadline for applications is the 15th of June 2021. The available call budget is EUR 17.700.000, this budget might be increased by maximum 20%. The co-financing rate fixed from the EU grant may not exceed 90 % of the total costs.

Call for proposals to protect and promote the rights of the child (CERV-2021-CHILD)
This call for proposals will contribute to responding to the impact of the Covid-19 pandemic, by promoting ways to mainstream and embed children’s rights in the responses to this and any other emergency situations. In parallel, it will promote gender-sensitive responses to the different needs of children following from or heightened by the Covid-19 pandemic. It will also contribute to the implementation of the actions put forward by the EU Strategy on the rights of the child. The objective of the call is to establish, improve and provide an adequate framework for new and existing mechanisms of child participation at local level. In the establishment, improvement, and provision of that framework gender-balanced and age-diversified representation of children should be ensured. Furthermore, the call aims to design concrete actions and activities that will reply to children’s needs in time of the pandemic and emergency.
The deadline for applications is the 7th of September 2021. The available call budget is EUR 2.160.000, this budget might be increased by maximum 20%. The co-financing rate fixed from the EU grant may not exceed 90 % of the total costs.
